The European Committee for drawing up Standards in the field of Inland Navigation (CESNI) met in Strasbourg on 2 June 2016; the meeting was chaired by Mr Max Nilles, the representative of the Grand Duchy of Luxembourg.
Adoption of 2016-2018 work programme
The CESNI adopted its work programme for the next three years. The various topics involving technical requirements and professional qualifications, which are the CESNI’s two main areas of work, were discussed at length. The resulting ambitious multiannual work programme (2016-2018), based on the strategic guidelines drawn up by DG MOVE and the CCNR Secretariat, is the outcome of discussions among all the CESNI’s participants representing inland navigation: member States of the CCNR and of the European Union, the European Commission, a number of international organisations, including river commissions, and representative non-governmental organisations.
Adoption of Internal Regulations of the CESNI
The CESNI also added to its framework of internal rules by formally adopting internal regulations ensuring the independent and transparent organisation of the Committee’s work. The Internal Regulations on the status of approved organisations govern the participation of representative international non-governmental organisations, while the Internal Regulations on permanent and temporary working groups govern the work of these groups which will prepare standards to be submitted to the Committee for adoption.
In this respect, two temporary working groups attached to the CESNI/QP (Professional Qualifications) permanent working group have already been set up: one temporary working group dedicated to standards for competencies, and one temporary working group dedicated to medical standards. These two categories of standards will form an integral part of the future Directive on professional qualifications which is currently undergoing the procedure for adoption as legislation at the European level (ref. COM (2016) 82).
